Introduction:

The Mira-Bhayander Municipal Corporation has been sanctioned the following water reservation:

A) STEM Authority – 86 MLD (Million Liters per Day)

B) MIDC (Maharashtra Industrial Development Corporation) – 125 MLD

Total – 211 MLD

Out of the sanctioned quota, 86 MLD is being supplied by the STEM Authority, and 110 to 112 MLD is supplied by MIDC, resulting in a total supply of 196 to 198 MLD. As per the current population, the required water supply is 215 MLD.


MIDC granted permission to Mira-Bhayander Municipal Corporation to lift 30 MLD and 20 MLD of water in the years 2009 and 2014, respectively, from Kapurbawdi and Saket. Additionally, in 2015, MIDC sanctioned an extra 75 MLD of water to MBMC from the additional water stock created due to the increase in the height of Barvi Dam.


Accordingly, MBMC prepared a water supply scheme for the additional 75 MLD, obtained approval under the Maharashtra Government’s Suvarna Jayanti Nagrotthan Maha Abhiyan, and completed the project.

From the year 2011, new tap connections in the city have been stopped. After the commencement of the 75 MLD scheme, the issuance of new tap connections has resumed.

Surya Regional Water Supply Scheme

Water supply was expected by May 2024 as per earlier plans

  • The current population of Mira-Bhayandar city is approximately 1.3 million (13 lakhs), and the corresponding demand for water is 240 MLD, while the actual water supply is 195 MLD, resulting in a shortfall of 45 MLD.
  • To meet the current shortfall and future water demand until the year 2054, a reservation of 218 MLD from Surya Dam has been made.
  • Once this water is available, the total supply will reach 429 MLD, while the projected demand by 2054 is 485 MLD, leaving a future shortfall of approximately 56 MLD.

Surya Regional Water Supply Scheme and Underground Drainage Project Phase 2 (Parts 1 and 2):

Current Status of the Surya Regional Water Supply Scheme

• The Water Resources Department has implemented the Surya Dam Project on the Surya River at Suryanagar.
• As part of this project, the Dhamni Dam has been constructed and is used for power generation.
• Subsequently, a weir has been built at Kawadas on the Surya River.
• This weir is used for the Surya Regional Water Supply Scheme.
• The Mumbai Metropolitan Region Development Authority (MMRDA) is implementing the Surya Regional Water Supply Scheme based on this weir, with a total capacity of 403 MLD (Million Liters per Day). The distribution is as follows:

Water supply to Vasai-Virar Municipal Corporation under this scheme has commenced.
• Water supply to Mira-Bhayandar Municipal Corporation was scheduled to begin by May 2024. However, it has not yet started.
• To initiate water supply to Mira-Bhayandar from the Surya Regional Water Supply Scheme, the following works need to be completed by MMRDA:

  • Installation of approximately 5 km of pipeline from Vasai Kashid Kopar to Chene reservoir is still pending.
  • Laying of pipeline across Vasai creek using micro tunneling technology is incomplete.
  • Work on the high-pressure electric line at Kawadas by MSETCL remains incomplete.
  • Pipeline work in the forest land at Chene is pending.
  • Construction of a bridge on private land at Chene is incomplete.
  • Work on the Chene reservoir is still pending.
Mira-Bhayandar Municipal Corporation Underground Drainage Scheme Phase-2 (Part-1) (Under AMRUT 2.0 Mission)

Brief Note:-

To treat the sewage generated from the 218 MLD of water expected from the Surya Dam in the future, it is necessary to expand the existing underground drainage system in phases.
• This work has received administrative approval under the centrally sponsored AMRUT 2.0 Mission via Government Resolution AMRUT-200/PR.No.320/Navi-33 dated 07 December 2022, with a total project cost of ₹175.19 crore.
• Accordingly, MBMC awarded the contract for Phase-2 (Part-1) of the underground drainage project to M/s. SMC Infra Ltd. on 28/06/2023.
• The project includes the construction of four sewage treatment plants with a total capacity of 48 MLD at various locations in the city, the establishment of a 5 MLD sewage recycling plant, and related infrastructure works.

Mira-Bhayandar Municipal Corporation Underground Drainage Scheme Phase-2 (Part-2) (Under AMRUT 2.0 Mission)

Brief Note:

• This work has received administrative approval under the centrally sponsored AMRUT 2.0 mission for ₹66.81 crore.
• As per the minutes of the State-Level Technical Committee meeting held on 13/03/2025, the lowest bidder agreed to work at the estimated rates, and accordingly, the work order has been issued.
• This project includes a 6.5 MLD sewage treatment plant and laying of approximately 10 km of sewer pipelines.
• Upon completion of the ongoing and proposed work under the AMRUT mission, most urban residents in the Mira-Bhayandar area will benefit from an underground drainage system. This will help reduce pollution and prevent environmental degradation.

 

Development Works:-
1. Augmented Main Water Pipelines and Distribution System Based on the Surya Regional Water Supply Scheme
  • Under the centrally sponsored AMRUT 2.0 mission, this project has received administrative approval for ₹516.78 crore. As per the plan, the work is progressing well and had reached 53% completion by the end of January 2025.
  • This project will meet the future water demand of Mira Bhayandar city up to the year 2054.
  • Once completed, this scheme will permanently resolve the issue of water scarcity in the city.
2. Mira Bhayandar Municipal Corporation Underground Drainage Scheme Phase-2 (Part-1)
  • To treat the sewage generated from the 218 MLD water supply received under the Surya Regional Water Supply Scheme, it is essential to expand the existing underground drainage system in a phased manner.
  • Accordingly, under the AMRUT 2.0 mission, this project has received administrative approval for ₹175.19 crore. As of the end of January 2025, the project had achieved 62% physical progress.
  • A 5 MLD capacity sewage recycling plant is proposed. The treated water from this plant will be utilized for construction, gardening, road cleaning, vehicle washing, and similar activities within Mira Bhayandar city.
  • Upon completion of this scheme, approximately 95% of the city's residents will have access to this underground drainage facility.
3. Mira Bhayandar Municipal Corporation Underground Drainage Scheme Phase-2 (Part-2)
  • This project has received administrative approval of ₹66.81 crore under the centrally sponsored AMRUT 2.0 mission.
  • The scheme includes the construction of a 6.5 MLD capacity sewage treatment plant and the laying of approximately 10 km of sewer pipelines.
  • Upon completion of this project, along with the ongoing AMRUT mission works, the majority of urban residents under Mira Bhayandar Municipal Corporation will benefit from the underground drainage system. This will help reduce pollution and prevent environmental degradation in the city.

💧 Augmented Main Water Pipeline and Distribution System under Surya Regional Water Supply Scheme

// Brief Note //

To meet Mira Bhayandar Municipal Corporation's water demand until 2054, the Government has approved a reservation of 218 MLD (Million Liters per Day) water from the Surya Dam Project for Mira Bhayandar city.

To deliver this 218 MLD of water to Mira Bhayandar, the Mumbai Metropolitan Region Development Authority (MMRDA) is implementing a 403 MLD Water Supply Scheme for both Mira Bhayandar and Vasai-Virar Municipal Corporations.

MMRDA plans to commence water supply to the city through this scheme.

Mira Bhayandar Municipal Corporation will carry out the work of bringing the 218 MLD water received at the balancing tank in Chene to Mira Bhayandar, laying the internal distribution network, and constructing elevated water tanks.

✅ Main Components of the Scheme:

Construction of 23 elevated water storage tanks, including:

1 Ground Service Reservoir (GSR)

1 Pure Water Sump

Laying of 41 km of Feeder/Transmission mains

Laying of 176 km of internal distribution pipelines 

🏛 Administrative & Financial Details:

The project has been administratively approved at a cost of ₹516.78 Cr as per Government Resolution AMRUT-2022/No. 268/Navi-33 dated 02/11/2022.

After completing the tender process, the work order was issued to Eagle Infra India Ltd. on 30/06/2023.

🚧 Laying of Water Pipeline Using Trenchless Technology

A 1700 mm diameter water pipeline is being laid from Chene MBR to Delhi Darbar. This pipeline will enable the supply of approximately 70 MLD of water through the existing distribution system.

The work has commenced from the toll plaza to Delhi Darbar, and as of now, approximately 2.7 km of pipeline laying has been completed.

The remaining stretch of about 180 meters from Delhi Darbar to Western Hotel is pending due to the National Highway Authority's permission.

Water supply from this scheme was expected to commence by April 2023. The water arriving at the balancing tank at Chene (as part of this scheme) is to be further conveyed into the Mira Bhayandar city. The related works, such as laying the internal distribution network and constructing elevated water storage tanks, are being executed by the Mira Bhayandar Municipal Corporation.

The revised Detailed Project Report (DPR), with a cost of ₹516.78 crore, has been approved as per Government Resolution No. AMRUT-2022/PR No. 268/Navi-33 dated 02/11/2022, and the contractor has been issued the work order.

Current Status of the Project Work

As of now, a total of 53.26 kilometers of pipelines of various diameters have been laid across Mira Bhayandar city.

Construction work is underway for 12 out of the proposed 23 water tanks.

Once the project is completed, the water scarcity issues in the Mira Bhayandar Municipal Corporation area will be resolved permanently.

Various Initiatives :- 

To ensure a clean water supply to the citizens of Mira-Bhayander city, a work order has been issued for the technical cleaning of elevated water tanks, and the cleaning work of these elevated tanks has been initiated.

For the daily water usage needs of the citizens, a work order has been issued for the cleaning and repair of public wells in Mira-Bhayander city. The cleaning and repair work of these wells has been started.

To provide water connections through a new online approval system and to enable prompt action on citizens’ complaints and applications, the RTS (Right to Service) online service has been launched in the Mira-Bhayander city.

To provide a 24/7 water supply to the citizens, a work order has been issued for the 21.8 MLD Surya Project Water Supply Scheme, and the work is currently in progress.

To supply water to citizens via tankers in times of need, an online system for water tanker supply has been initiated.

Under the Underground Sewerage Scheme Phase-2 (Part-1) in Mira-Bhayander city, a work order has been issued to construct a sewage treatment plant with a capacity of 4.8 MLD, and the work is in progress.

Under the Underground Sewerage Scheme Phase-2 (Part-2) in Mira-Bhayander city, the tender process is underway for constructing one sewage treatment plant and carrying out gap work across the city.
