Functional : -To compile ward-wise census data as per the government notification received from the Registrar General Census Office, Government of India regarding the census within the limits of Mira Bhayandar Municipal Corporation. |
Specific Function :- Boundary changes and list of revenue villages for Census 2021 , Revenue Circle wise Statement A to E in the prescribed form. As no changes are known to have been made regarding the administrative boundary changes as per Annexure 1 regarding boundary changes, no changes have been made during the period from 01/01/2020 to 30/06/2021 and the relevant information is null. Also , it is known that the changes in the extended boundary have resulted in the creation of new wards for the Mira Bhayandar Municipal Corporation General Election 2017. To be compiled and sent to the Hon'ble Registrar General and Census Commissioner , Government of India , New Delhi.

Objectives of conducting census : -The Census provides very important basic information for planning various welfare schemes for the benefit of the common man. Based on the information obtained through the Census, the seats in the Parliamentary/Assembly constituencies , Panchayats , as well as in various local self-government bodies are determined. In this way , the enumerators are not just collectors of information , but are actually a part of the larger work of nation building. House register and census are very useful because from them we get comprehensive/complete data on human housing conditions and shortage of residential houses. As a result, it provides information for determining the housing needs and formulating housing policies. Also, it gives us data on the facilities and assets available to the family. This information is useful for various departments of the Union and State Governments and other non-governmental offices for development work and for planning at the local and state levels. It will also be the basis for population census. The census provides important information about a country and its people at a given time , as well as information about the trends in population and various characteristics , which is an essential element for planning. Census data is often needed to formulate concrete policies and programs for the welfare of the country and its people. This available data (information) is essential for effective and efficient public administration. At the same time, it also meets the needs of scholars , traders , industrialists , planners and election officials, etc. Therefore, in developing countries , regardless of their size and political system , census has become a regular event. Censuses are conducted at regular intervals to fulfill well-defined objectives. An important feature of census is that every person is counted at a fixed time along with his personal information. |
NPR : -The National Population Register (NPR) is a register of the general population of the country. It is being prepared at the local (village/town) district tehsil state and national levels as per the provisions of the Citizenship Act, 1955 and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. Every general resident is required to be registered in the NPR. The field work for NPR data collection was undertaken along with the Household Enrolment and Housing Census 2010. This information was updated in 2015-16 through a house-to-house survey in all States/Union Territories (except Assam and Meghalaya). |
NPR 2020 :-The Government of India has decided to update the NPR database along with the household list and housing enumeration areas of the Census of India 2021 from April to September 2020. The enumerators will go door to door to verify the details of all residents and update the information and demographic information. This time , NPR data will be uploaded on mobile apps and sheets. Enumerators can choose mobile apps or sheets to upload NPR data , it will be entirely up to the choice of the enumerator but the enumerator cannot choose both the methods for the same household group for enumeration. The NPR mobile app has been designed to be simple , convenient and user-friendly so that it will be acceptable for use by maximum enumerators and supervisors. This app will run on Android version 4.1 and above . Due to the use of mobile apps, the enumerator does not need to carry bulky books with him every time he does field work . The app has the facility to view the previously filled data as well as upload that data . The 10th Census of India, 2021 , is proposed to be conducted this year and it will be the fifteenth in the series of censuses since 1881 and the eighth in the series of post-independence censuses. Census is a major task of national importance and like the previous censuses, this census too aims to complete the prescribed tasks in each phase meticulously and within the prescribed time limit. Also, to update the National Register of Citizens ( NPR) register as per the amendments made from time to time under the Citizenship Act, 1955 , Rules, 2003 . |
Department's Mission / Policy / Nature of Work : -The Registrar General of India, Census Commissioner and Government of India , New Delhi , in accordance with DONo.21099/22/2019-Trg Dated 12th September 2019, informed the Directorate of Census Work , Maharashtra Ballard Estate , Mumbai 400001 vide G.No. MAH/CEN/2021/TRAINING/17/ dated 20th September, 2019, as per the notification given regarding the appointment of Master Trainers for conducting Census work for Mira Bhayandar Municipal Corporation. They have made it mandatory to take up the House List ( 6 days training) to National Register of Citizens ( NPR) Register Update ( 3 weeks training). In this regard, the training of Master Trainers has been conducted. Also, field trainers and technical assistants have been appointed and have attended the training classes organized by the Thane District Collectorate. However, through the master trainers who have received the said training, the ward-wise charge officers should form enumeration groups within their jurisdiction and each enumeration group should have a population of 650 to 800 or 150-180 enumeration houses, whichever is higher, and prepare house list groups in urban areas. An enumerator should be appointed to that enumeration group and a supervisor should be appointed for every 6 enumeration groups. And each charge officer should record each house list group and supervisory board in the charge register provided to him. |
