On 12th June 1985, Mira Bhayandar Municipality was established with the merger of five Gram Panchayats: Bhayandar, Navghar, Mira, Kashi, and Ghodbunder. Later, on 23rd January 1990, four more Gram Panchayats: Rai-Murdhe, Dongri, Uttan, and Versova were included in the municipality. Mira Bhayandar is surrounded by Dahisar Checkpoint, the forest of Sanjay Gandhi National Park, Ghodbunder Fort, Dharavi Janjire Fort, the ancient temple of Ai Dharavi Mata, Chimaji Appa Memorial at Chowk, Vasai Creek, Uttan, and Gorai Beach. The city covers a total area of 79.40 sq. km and is known for its natural beauty. With the increasing population, on 12th January 1990, the municipality was upgraded to a municipal corporation, which was officially established on 28th February 2002. According to the 2011 Census, the total population of Mira Bhayandar city was 8,09,378, and it continues to grow as the city develops. Due to rapid urbanization, the population is nearly doubling, exerting pressure on civic services. Despite challenges in providing civic amenities, the municipal corporation is making efforts to offer maximum services to its citizens. On 28th February 2002, in the first general election held after the establishment of the municipal corporation, Mrs. Myra Gilbert Mendoza and Mr. Muzaffar Hussain were elected as the first Mayor and Deputy Mayor, respectively. Subsequent general elections were held in 2007, 2012, and 2017. Currently, the term of the municipal corporation has expired as of 27th August 2022, and the Commissioner of the Municipal Corporation has been appointed as the Administrator by the government. The first Commissioner of the municipality was Shri Shivmurthy Naik, and at present, Mr. Sanjay Katkar (IAS) is serving as the Commissioner. |

The Secretary Department in Mira Bhayandar Municipal Corporation serves as a crucial link between the administration and the people's representatives. As per the 2017 general elections of the Mira Bhayandar Municipal Corporation, there are currently 24 wards. The Municipal Corporation has constituted a total of six Ward Committees. Under Chapter 4, Rule 48 of the Maharashtra Municipal Corporation Act, the Municipal Secretary functions under the jurisdiction of the Municipal Corporation and the Standing Committee. At present, the term of the Municipal Corporation has expired as of 27th August 2022, and the Government has appointed Hon. Sanjay Shripatrao Katkar, Commissioner and Administrator (B.P.S.) of the Municipal Corporation, as the Administrator. |

1. Functions of the City Secretary |
||
Under Section 48, Chapter 4 of the Maharashtra Municipal Corporation Act, the Municipal Secretary shall serve as the Secretary of the Municipal Corporation as well as the Standing Committee and shall perform the following duties. The Municipal Secretary shall perform the following duties: To carry out duties as directed by the Maharashtra Municipal Corporation Act, as well as any additional duties assigned by the Municipal Corporation and the Standing Committee. (i) To keep in custody all papers and documents related to the proceedings of any committee appointed by the Corporation under Sections 30 and 31 of the Corporation Act. (ii) To maintain records of the Standing Committee and any of its sub-committees. To prescribe the duties of officers and employees working directly under him, subject to the directions issued by the Standing Committee from time to time. To supervise and control the actions and work of the said officers and employees, subject to the orders of the Standing Committee. Additionally, to make decisions regarding their service, remuneration, and privileges, by the regulations. To carry out any functions as directed by the Hon’ble Commissioner from time to time. To handle and dispose of appeals received under the Right to Information Act as the Appellate Officer. |
