Key Responsibilities of the General Administration Department (GAD):

  1. Implementation of Government Resolutions (GRs) & Circulars
    • Receiving GRs from the state government and forwarding them to relevant municipal departments for action.
    • Ensuring compliance with government policies at the local level.
  2. Execution of Orders from Higher Authorities
    • Implementing directives issued by the Hon. Commissioner and Deputy Commissioner (M.).
    • Ensuring all departments take necessary action on assigned tasks.
  3. Financial Census & National Work
    • Coordinating financial census activities and other national-level surveys as required by the government.
  4. Handling Public Grievances (Lokshahi Din)
    • Receiving and processing complaints from citizens.
    • Ensuring the concerned department submits a work completion report for each resolved grievance.
  5. Organizing National Festivals
    • Overseeing arrangements for celebrating national festivals and other government-mandated events.
  6. Right to Information (RTI) - Second Appeals
    • Processing and forwarding second appeal cases under the RTI Act to the concerned departments.
  7. Employee Welfare - Mediclaim Processing
    • Managing medical insurance claims for municipal employees.

 

Duties and Functions: -

This is a detailed job description of the General Administration Department (GAD) of a Municipal Corporation. It outlines the department’s responsibilities in governance, administration, financial management, and public service.

Here’s a structured breakdown of the key functions:

1. Administrative Control & Supervision

✅ Controlling and supervising daily office work.
✅ Managing officer and employee establishment matters.
✅ Attending review meetings on Lokshahi Din by the Konkan Divisional Commissioner.
✅ Performing tasks assigned by the Commissioner, Deputy Commissioner (M.), and Sixth Commissioner.
✅ Overseeing financial calculations and audit-related work.

2. Public Service & Complaint Redressal

✅ Taking action on applications received under the Right to Information Act, 2005 within the prescribed time.
✅ Responding to complaints on the Aaple Sarkar portal within the deadline.
✅ Reviewing all municipal departments regarding complaints on Aaple Sarkar and issuing necessary instructions.
✅ Submitting a summary of action taken on Lokshahi Din complaints to the Hon. Commissioner / Deputy Commissioner (M.).

3. Right to Information (RTI) & Annual Reports

✅ Appointing Public Information Officers (PIOs) and Appellate Officers for different departments.
✅ Preparing the annual RTI report and sending it to the government.
✅ Collecting information from all departments for the monthly District Lokshahi Din review meeting on RTI.
✅ Keeping the RTI incoming-outgoing register updated.

4. Employee Welfare & Medical Reimbursement

✅ Taking action regarding the Medical Group Insurance Scheme for officers/employees.
✅ Processing medical reimbursement payments for employees.

5. Budgeting, Auditing & Financial Work

✅ Handling tender processes from the General Administration Department.
✅ Managing budget-related matters and resolving audit objections.

6. National Festivals & Government Protocols

✅ Organizing flag hoisting programs on 26 January, 15 August, and 1 May.
✅ Issuing orders with Hon. Deputy Commissioner’s approval for assigning responsibilities to officers/employees.
✅ Taking action as per government circulars on national heroes' birth/death anniversaries.

7. Correspondence & Record Keeping

✅ Maintaining incoming-outgoing registers and updating records.
